The Illustrator is Charles Edmund Brock, 1870 – 1938.
A widely published English painter, line artist and book illustrator. He signed most of his work C. E. Brock, as seen here above. He was the eldest of four artist brothers, including Henry Matthew Brock, also an illustrator.
